OPINION AND ORDER ordering, adjudging and decreeing as follows: (1) the 44 original and 52 amended petitions for approval of the proposed settlement for plf Ka.I.P., along with attorneys' fees and litigation costs, and to authorize execution of settlement on behalf of plf Ka.I.P. are GRANTED; (2) the parties' proposed settlement of all of plf Ka.I.P.'s claims against def United States of America is approved, subject to the Justice Department's final approval of the settle ment pursuant to 28 C.F.R 0.172; (3) counsel for def United States shall report to the court whether the settlement is approved as final within 7 days of receiving such decision; (4) the guardian ad litem, Hon. Karen Laneaux, is entitled to a fee of $4,000.00; The guardian ad litem fee is to be paid by plf Ka.I.Ps counsel directly to the guardian ad litem; (5) these consolidated cases are closed administratively. OPINION AND ORDER: it is ORDERED as follows: (1) Honorable Karen Laneaux, PO Box 686, Montgomery, Alabama 36101, 334.269.5930, <kmastin@bellsouth.net>, is appointed as guardian ad litem to represent minor plf Ka.I.P.; (2) Plfs' counse l is to pay the attorney's fees and expenses of the guardian ad litem, with those fees and expenses not to be subtracted from the amount of the proposed settlement; (3) The clerk of the court is to arrange for the guardian ad litem to receive a copy of the file in this case; (4) An on-the-record fairness hearing on the proposed settlement is set for 1/25/2016, at 10:00 AM, in Courtroom 2FMJ of the Frank M. Johnson Jr. United States Courthouse Complex, One Church Street, Montgomery, Alabama. Counsel for all parties, the minor plf's grandmother, and the guardian ad litem are to be present at the hearing; (5) On or before noon on 1/20/2016, the guardian ad litem is to file, under seal, a report as to whether and, if so, why the court should approve the proposed settlement for the minor.
