The Amended Petition for Writ of Habeas Corpus (Doc. 2) is DENIED and this action is DISMISSED with prejudice. The Clerk's Office sh ould enter a Final Judgment separately. A Certificate of Appealability and leave to proceed in forma pauperis on appeal are DENIED on all claims but for Claims 1 and 2 as these claims involve whether a substantive mental competency claim can ever be procedurally defaulted, because reasonable jurists could find the ruling debatable.
