Collins: Proceedings: Plaintiffs failed to exhaust their administrative remedies as to their complaints for religion, use certain facilities within the jail, and receive outdoor exercise. These complaints are the basis of the entire action. Accordingly, the motion to dismiss 23 is GRANTED. Plaintiffs' complaint is DISMISSED, WITHOUT PREJUDICE.
