Filed opinion of the court by Judge Posner. The judgment of the district court is REVERSED insofar as the annual registration fee is concerned; and is MODIFIED to place dismissal of the plaintiffs' other challenges to the Wisconsin monitoring act and its implementation on grounds of standing, and to make the dismissal without prejudice.
