JUDGMENT that: (1) The 2 Motion to
Proceed in Forma Pauperis is GRANTED to the extent that plaintiff Gene Coggins's complaint shall be filed without the prepayment of fees; (2) That plaintiff Coggin's complaint is
DISMISSED without prejud ice pursuant to 28 U.S.C. § 1915(e)(2)(B)(i)-(iii); and (3)that 3 Motion for An Appendix is DENIED as moot. It is further ORDERED that costs are taxed
against plaintiff Coggins, for which execution may issue. The clerk of the court is DIRECTED to enter this document on the civil docket as a final judgment pursuant to Rule 58 of
