JUDGMENT it is the Order, Judgment,
and Decree of the court: 1) granting 2 MOTION to Proceed in forma pauperis filed by Gene Coggins to the extent that plaintiff Gene Coggins's complaint shall be filed without the
prepayment of fees; and 2) Th at plaintiff Coggins's complaint is dismissed without prejudice pursuant to 28 USC 1915(e)(2)(B)(i)-(iii); denying as moot 3 MOTION to use the
appendix system filed by Gene Coggins; It is further Ordered that costs are taxed against plaintiff Coggins, for which execution may issue; The clerk of the court is directed to
