MEMORANDUM DECISION AND ORDER. The Court finds that no hearing is necessary because the files and records of the case conclusively show that the prisoner is entitled to no relief. Under the narrow challenge allowed by the plea agreement, there is n o evidence that Warren was deprived of necessary information by his counsel in plea and sentencing negotiations and proceedings.
