OPINION: Defendants' Motion to Dismiss (d/e 3 ) is GRANTED. Plaintiff's claims in Counts I, III, and IV are DISMISSED without prejudice and with leave to replead. The Court declines to exercise supplemental jurisdiction over Plaintiff's remaining state law claims. Plaintiff may replead his state law causes of action along with his constitutional claims.
