Failure to pay the fee, may result in dismissal of action without prejudice. Plaint iff is also given 30 days to show cause why the United States should not be substituted as sole defendnt in plaintiff's FTCA claim and why his claims against individuals should not proceed as claims for injunctive relief only and as against the individual defendants in their official capacities.
