Additionally, the Local 14425 United Steel Paper & Forestry Rubber Manufacturing Energy Allied Industries & Service Workers International Union, United Steel Paper & Forestry Rubber Manufactur ing Energy Allied Industrial & Service Workers International Union, a non-party to the litigation, has filed a 5 MOTION for Leave to File Brief as an Amicus Curiae, which is herein GRANTED. Both parties, and the Union, agree the instant matter can be decided on the basis of briefs and affidavits.
