ORDER: Magistrate Judge Rateau's Report and Recommendation 28 is ACCEPTED and ADOPTED by this Court as the findings of fact and conclusions of law. Defendants' Motion to Dismiss (Doc. 18) for Improper Venue is DENIED, Defendants' Motion to Dismiss Carondelet (Doc. 18) is GRANTED, Defendants' Motion to Transfer Venue (Doc. 18) to the Eastern District of Missouri is GRANTED.
