MEMORANDUM & ORDER granting 13 Motion to Dismiss for Failure to State a Claim: For the reasons set forth in the attached opinion, the Court GRANTS Defendants' Motion to Dismiss the Complaint 13 . Plaintiffs' federal claims are dismiss ed for failure to state a claim, and the Court declines to exercise supplemental jurisdiction over Plaintiffs' state law claims.
