Mr. Rodriguez's claims of ineffective assistance of counsel are not supported by the record and are meritless. Further, Mr. Rodriguez's motions to amend his petition are DENIED due to their futility; his motion for disqualification is DENIED; and his motions for discovery and disclosure are DENIED. A certificate of appe alability shall not issue because Mr. Rodriguez has not made a substantial showing of the denial of a constitutional right. 28 U.S.C. § 2253(c)(2). The clerk is respectfully directed to enter judgment in favor of respondent, close this case, an d send a copy of this Memorandum and Order and the judgment to the petitioner at his last known address, listed on the docket as Luis Rodriguez, # 55186-053, United States Penitentiary Big Sandy, P.O.
