OPINION AND ORDER re: 21 MOTION for Reconsideration re; 20 Order of Dismissal, filed by Alphonse Fletcher, Jr., 23 MOTION for Leave to Appeal - Notice of Appeal to Circuit Court filed by Alphonse Fletcher, Jr. For the foregoing reasons, Fletcher's motion for rehearing is DENIED. The Clerk of Court is directed to close the motion at Docket Numbers 21 and 23. Fletcher has filed a notice of appeal (Dkt. No. 23), which has been docketed as a motion for leave to appeal.
