Opinion and Order signed by Judge James S. Gwin on 8/27/13. The Court grants in part and denies in part defendants' motion for summary judgment. The claims against Defendants Holder and Mueller are dismissed. Plaintiff's motion fo r summary judgment is granted in part an denied in part.
