This Court adopts the Report & Recommendation 54 and the Order 55 denying the Motions to Stay and to Amend, and denies the Amended Petition 41 . Further, this Court certifies an appeal from this decision could not be taken in good faith, and there is no basis upon which to issue a certificate of appealability. 28 U.S.C. § 2253(c).
