OPINION AND ORDER ON PLAINTIFF'S MOTION FOR PRELIMINARY INJUNCTION: I enjoin Officer Hirota from requiring plaintiff to sign a release prior to attending marital counseling with his wife. I deny the remainder of plaintiff's Motion for Preliminary Injunction 14 . Since any damage due to wrongful restraint will be minimal, I do not require plaintiff to pay security. Fed. R. Civ.
