MEMORANDUM OPINION AND ORDER. Following a bench trial, the court finds that the at-large system of electing members of the City Council of the City of Farmers Branch, Texas violates § 2 of the Voting Rights Act of 1965, 42 U.S.C. § 1973. Defendants are therefore ordered to submit, within 60 days of the date of this memorandum opinion and order, a plan to remedy the violation.
