Further, for the reasons herein stated, the court quashes any purported service on Defendant Faith L Ceni za, and orders Plaintiff to effect service as herein directed on Faith L. Ceniza, the United States Attorney for the Northern District of Texas, and the Attorney General of the United States, by 4/19/2013. The court denies Defendant's Motion for Summary Judgment because it declines to consider matters outside the pleadings, and the motion is premature at this stage.
