MEMORANDUM OPINION AND ORDER: The Court finds Plaintiffs have failed to establish a substantial likelihood of success on the merits. Therefore, Plaintiffs' 11 Motion for a Preliminary Injunction is DENIED. The Court concludes Texas law does not require an election for the TRWD directors in May 2014. Therefore, Plaintiffs fail to state a claim under Section 1983 and their case is hereby DISMISSED with prejudice. (Ordered by Judge Reed C O'Connor on 2/27/2014) (tln)
