MEMORANDUM AND OPINION entered: The City of Pasadena, Texas is ordered to conduct its May 2017 City Council elections using the map and plan in force in May 2013. The court retains jurisdiction under 52 U.S.C. § 10302(c) to review before enfor cement any voting qualification, prerequisite, practice, or procedure different from the map and plan in use in May 2013. Any new City Council voting map, plan, or procedure may be enforced before court review only if it has first been submitted to the United States Attorney General and the Attorney General has not interposed an objection within 60 days after submission.
