ORDER- Plaintiff filed an affidavit of service for his summons and complaint. (Doc. #9 ). Upon review, however, service is not proper under Federal Rule of Civil Procedure 4(a) because the summons was not signed by the Clerk of Court and does not bear his seal. Instead, it appears that Plaintiff's counsel unilaterally created the summons and served it without the Clerk's signature and seal.
