In addition, WWP may proceed on its first claim for relief against the BLM only to the extent WWP alleges a violation of the Sonoran Desert National Monument Proclamation for failure to issue a management plan for the Monument. (FAC 72(B)).IT IS FURTHER ORDERED that WWP may, if necessary in light of the instant order, file a motion for leave to file a Second Amended Complaint to state an additional claim(s) under FLPMA.
