ORDER: Petitioner's Motion for Appointment of Counsel #2 is GRANTED. Jon M. Sands, Federal Public Defender for the District of Arizona, is appointed as Counsel for Petitioner in this federal habeas corpus proceeding. The Federal Public Defender is authorized to designate an Assistant Federal Public Defender to handle the case. Petitioner's Application to Proceed In Forma Pauperis #3 is GRANTED. The designated Assistant Public Defender shall file a notice of appearance or substitution with the Court within ten (10) days from receipt of this Order. The Arizona Attorney General shall file a notice of appearance with the Court within ten (10) days from receipt of this Order. A case management conference will be held on Thursday, May 21, 2020 at 10:00 a.m., in Courtroom 605 at the Sandra Day O'Connor United States Courthouse in Phoenix. No later than Wednesday, May 13, 2020, the parties shall meet and confer and file with the Court a joint report addressing the statute of limitations, a proposed briefing schedule, and any other matter that may affect the filing of the Petition or efficient resolution of this matter.
