ORDER - Respondents McHenry and Penalosa are dismissed without prejudice. Petitioner's Motion for Preliminary Injunction and/or Temporary Restraining Order (Doc. #2 ) is grant in part insofar as a temporary stay of removal is entered and is otherwise denied without prejudice. Respondents are enjoined from removing Petitioner Avondeep Singh from the United States pending further order of this Court. The Clerk shall email a copy of this Order to the Immigration TRO Distribution List. The Clerk shall serve: a copy of the Summons, the Petition for Writ of Habeas Corpus (Doc. #1 ), and this Order upon the United States Attorney for the District of Arizona, the United States Attorney General and Respondents by certified mail. Respondents shall have 30 days from the date of service to answer the Petition. Petitioner shall have 15 days from the filing of Respondents' Answer to the Petition to file a Reply. Petitioner must immediately file a "Notice of Change in Status" if there is any material change in Petitioners immigration or custody status. This matter is referred to Magistrate Judge Eileen S.
