Filing 18 MEMORANDUM AND OPINION by Judge Josephine L. Staton. The Motion to Dismiss is granted in part and denied in part. The Complaint is dismissed with leave to amend. The Motion to Strike is denied as moot. If Plaintiff still wishes to pursue this action , he is granted thirty (30) days from the date of this Order within which to file a First Amended Complaint. While the Court does not deem insufficient all of Plaintiff's allegations, the Court does require that any First Amended Complaint be co mplete in itself and not refer in any manner to the prior Complaint. Any First Amended Complaint must comply with the requirements of Rule 8 of the Federal Rules of Civil Procedure. Plaintiff may not add Defendants without leave of court. See Order for details.
