July 8, 2019 Opinion or Order Filing 19 ORDER: The Clerk of Court is directed to mail a copy of this order to Petitioner and note service on the docket. Plaintiff is directed to file a declaration within thirty days of the date of this order showing why the Court should not abstain from presiding over this state-court matter and why this Court is the proper venue.
