ORDER denying without prejudice 2 Motion for Leave to Proceed in forma pauperis. The complaint is dismissed without prejudice. If the plaintiff believes he can amend it successfully to correct the flaws this order identifies, he may file an amended complaint along with a renewed IFP motion no later than the close of business on December 18, 2013.
