Filing 6 ORDER denying without prejudice Plaintiff's 2 Motion for Leave to Proceed in forma pauperis. Court dismisses the civil action without prejudice for failure to prepay filing fees required by 28 USC 1914(a). Court grants Plaintiff thirty (30) d ays leave to re-open the case by filing a supplemental Motion for IFP that includes an affidavit documenting his current post-release income, assets, and expenses. If Plaintiff elects to file a supplemental Motion for IFP, he is cautioned that he wil l still be required to pay the full $350 civil filing fee, but pursuant to a partial installment payment plan devised by Court.
