Appellant invokes the traditional four-factor standard for the grant of stay or injunctive relief. See Together Emps. v. Mass Gen. Brigham Inc. , 19 F.4th 1, 7 (1st Cir. 2021). Parties seeking relief under that standard "must make a strong showing that they are likely to succeed on the merits, that they will be irreparably injured absent emergency relief, that the balance of the equities favors them, and that an injunction is in the public interest." Id. "The first two factors are the most important." Id. Having considered the specific arguments appellants develop in the stay motion, we conclude that the request for a stay must be DENIED .
