Upon consideration of the parties' papers and relevant portions of the record, we conclude that plaintiff-appellant has failed to make a strong showing of likely success on the merits with the specific claims pressed in the stay motion and that, more generally, plaintiff-appellant has failed to demonstrate that stay relief is in order.
