                NONCOMPLIANCE In March, the petitioner filed a new habeas-corpus petition. The district court transferred it to this Court to consider authorizing it under 28 U.S.C. 2244. On March 10 and 25, this Court issued orders requiring the petitioner to file the following document: a memorandum, not exceeding 20 pages, which clearly states how the standards of 2244(b) or 2254 are satisfied. See 3rd Cir. L.A.R. 22.5(i). This Court has not yet received this required document. The Court will not consider the petition without it. In early April, the petitioner notified the district court that his address changed. Additional copies of this Courts orders will be mailed to the petitioners new address to ensure he has received them. The petitioner must notify this Court directly of any future address changes. Within fourteen days of this order, the petitioner must file in this Court the abovelisted memorandum. If he does not, this petition will be dismissed. See 3rd Cir. L.A.R. 22.5(i).                 NONCOMPLIANCE Order sent to Petitioner Walid A. Muhammad. On March 21, 2025, this Court received Petitioners response to this Courts Order of March 10, 2025. An additional document is still required for the Court to consider the Petitioners motion under 28 U.S.C. 2244 for an Order Authorizing the District Court to Consider a Second or Successive Application for Relief under 28 U.S.C. 2254. Accordingly, it is hereby ORDERED that Petitioner submit the following document within 21 days of the date of this order: (1) a memorandum, not exceeding 20 pages, which clearly states how the standards of 2244(b) or 2254 are satisfied. See 3rd Cir. LAR 22.5(i). Because the proper document was not included with the 2244 application, the application is deemed lodged with the Court. A copy of this document must be served on the District Attorney of Delaware County. Petitioner must also file a certificate of service with the Clerk of the Court of Appeals demonstrating that the document has been served. Respondent may file a response within seven days of the filing of Petitioners completed application. The deadlines set forth in this order supersede any other deadlines set in this case. No action will be taken regarding Petitioners application until the above-listed document is received by the Clerk. Failure to file this document may result in the dismissal of the case. Likewise, no action will be taken on Petitioners response indicating that he is indigent and cannot pay the fees, which this Court construes as a motion to proceed in forma pauperis, because there is no fee associated with 2244 petitions.
