                ORDER (Clerk) The plaintiff has petitioned for permission to appeal the district courts July 29, 2025, interlocutory order. This Court may permit an appeal when authorized by a statute or rule. See Fed. R. App. P. 5. The plaintiff seems to argue 28 U.S.C. 1292(b) could authorize an appeal here, but the district court expressly refused to certify its order under 1292(b). Absent a certification order by the district court, we do not have authority to hear a question pursuant to 1292(b). Commonwealth Ins. Co. v. Underwriters, Inc., 846 F.2d 196, 199 (3d Cir. 1988). Within ten days of this order, the plaintiff must either withdraw this petition or file a written response explaining this Courts authority over the petition. Additionally, the petition did not contain proof it was served on the other parties to the district-court action. See Fed. R. App. P. 5(a)(1). Within three days, the plaintiff must file in this Court a certificate of service.
