Upon consideration of appellants motions, the district courts order pursuant to 28 U.S.C. 1915(a)(3) certifying that the appeal was filed in bad faith, and the record on appeal, the motion for leave to proceed in forma pauperis on appeal is DENIED. See Lee v. Clinton, 209 F.3d 1025 (7th Cir. 2000). The appellant has not identified a good faith argument that the district court erred in dismissing his complaint. The appellant shall pay the required docketing fee within 14 days, or this appeal will be dismissed for failure to prosecute pursuant to Circuit Rule 3(b). See Newlin v.                 Filed district court order dated 11/24/2025: Plaintiff Booker Seals filed a Motion for Leave to Appeal in forma pauperis [107] . "An appeal may not be taken in forma pauperis if the trial court certifies in writing that it is not taken in good faith." 28 U.S.C. 1915(a)(3). A good faith appeal is an appeal that "a reasonable person could suppose... has some merit." Walker v. O'Brien, 216 F.3d 626, 632 (7th Cir. 2000). Plaintiff must identify the issues he will present on appeal to assist the Court in determining whether the appeal is taken in good faith. See Fed. R. App. P. 24(a)(1)(c); see also Celske v. Edwards, 164 F.3d 396, 398 (7th Cir. 1999) (an appellant should be given an opportunity to submit a statement of his grounds for appealing so that the district judge "can make a responsible assessment of the issue of good faith"). In his motion, Seals outlines his arguments on appeal which, like his other filings, rely mainly on sovereign citizen theories disclaiming this and other courts' authority over him. (See Doc. 107-1 at 3). Therefore, Seals' motion [107] is DENIED, with leave to renew. If Seals renews his motion, he must clearly identify the issues he will raise on appeal and not reiterate frivolous arguments like those relying on sovereign citizen theories.
