March 18, 2025 Opinion or Order Filing 7 ORDER FILED. (William C. CANBY, Ryan D. NELSON, Danielle J. FORREST) Keith Bryan Webb-El, who is incarcerated in the District of Oregon, has filed a 28 U.S.C. 2241 habeas petition, as supplemented by Docket Entry No. 4, that challenges Webb-Els confinement for his 1985 criminal conviction and sentence for murder in the United States District Court for the Western District of Texas. The district court is the correct forum for filing a habeas petition. See generally 28 U.S.C. 2241. This court will not transfer the petition to the district court because Webb-El filed a substantially similar petition in the United States District Court for the District of Oregon Case No. 3:24-cv-00195-MK, and the district court dismissed the petition on September 3, 2024. To the extent Webb-El challenges the district courts dismissal of his petition, a 2241 petition filed in this court is not the proper vehicle to do so. Moreover, he previously appealed the district courts judgment, and on January 27, 2025, this court denied a certificate of appealability in Case No. 24-5723.
