The motions (Docket Entry No. 4 in 25-7521 and Docket Entry No. 5 in 25-7711) for appointment of pro bono counsel are denied. Appellant was permitted to proceed in forma pauperis in the district court. That status continues in this court because it has not been revoked. See Fed. R. App. P. 24(a). The motion (Docket Entry No. 3 in 25-7521) to proceed in forma pauperis on appeal is therefore unnecessary. These consolidated appeals may be appropriate for summary disposition. See 9th Cir. R. 3-6(a) (standard for summary disposition); see also United States v. Hooton, 693 F.2d 857, 858 (9th Cir. 1982). Within 21 days, appellant must file a statement explaining why the issues to be raised in these appeals are substantial enough to justify full briefing.
