Appellants combined motion for certificate of appealability and motion to reconsider the March 18, 2026 order was delivered to prison officials on April 15, 2026 and received by the district court on April 20, 2026. Proceedings in this court are stayed until the district court rules on the pending motions. See Fed. R. App. P. 4(a)(4), 4(c); Leader Natl Ins. Co. v. Indus. Indem. Ins. Co., 19 F.3d 444, 445 (9th Cir. 1994); Tripati v. Henman, 845 F.2d 205, 206 (9th Cir. 1988) (per curiam) (district court has jurisdiction to consider timely Fed. R. App. P. 4(a)(4) motion filed subsequent to the notice of appeal); see also 28 U.S.C. 2253(c); Fed. R. App. P. 22(b); United States v. Asrar, 116 F.3d 1268, 1270 (9th Cir. 1997). If the district court issues a certificate of appealability, the court should specify the issues that meet the required showing; if the district court declines to issue a certificate, the court is requested to state its reasons.
