For the reasons explained in the attached Ruling on Motion to Vacate, Set Aside, or Correct Sentence, the Court DENIES Mr. Blackmon's motion to vacate, set aside, or correct h is sentence under 28 U.S.C. § 2255 and DISMISSES his petition. Because Mr. Blackmon has not made a "substantial showing" of denial of a constitutional right, a certificate of appealability will not issue. See 28 U.S.C. § 2253(c)(2). The Clerk of Court is respectfully directed to unseal ECF Nos. 9 and 10, replacing them with versions of the documents that contain only limited redactions for genuinely personally identifying information, as discussed in the attached Ruling, and to close this case.
