November 7, 2017	Filing 27 ORDER. For the reasons set forth in the attached, the petition for a writ of habeas corpus is dismissed. In light of this disposition, the petitioner's motion for an expedited status conference 18 is DENIED. His second motion for leave to p roceed in forma pauperis 20 is GRANTED. The petitioner's motion for sanctions 21 is also denied, as the Court concludes that the statement in question was not entirely devoid of a factual basis and was not, in any event, material to the dis position in this case. See Kiobel v. Millson, 592 F.3d 78, 81 (2d Cir. 2010) ("A statement of fact can give rise to the imposition of sanctions only when the particular allegation is utterly lacking in support.") (internal quotation marks omitted). The petitioner's motion for leave to inform the Court of relevant developments 23 , motion for reconsideration of the Court's 16 order on motion to appoint counsel 25 , and motion to expedite the motion for reconsideration 26 are hereby DENIED as moot.
