Filing 9 ORDER dismissing case. Under 28 U.S.C. 1915(e), courts are required to dismiss any action that is frivolous or that fails to state a claim upon which relief can be granted. After careful review of the complaint, the court cannot find a clear federal claim amongst the conclusory allegations therein. The facts asserted are difficult to follow, but Plaintiff appears to allege that there is some government conspiracy to withhold water from the public, and that this alleged conspiracy is being advanced by many current and former high-ranking government officials, including several presidents (whom he also accuses of kidnapping him and building a secret compound over the water sources in question). There is no detail included to support any of his accusations. He purports to bring suit under the First, Fourth, and Fourteenth Amendments of the Constitution of the United States, but it is unclear how any of the alleged facts implicate any provision therein. Further, it is not clear what role any of the Connecticut defendants played in the alleged conspiracy. Accordingly, the court can discern no cognizable claim in this case, and it must be dismissed.
