May 21, 2019 Opinion or Order MINUTE ORDER: Local Rule 7(h) provides that no Statement of Material Facts is necessary in cases in which judicial review is based solely on the administrative record. LCvR 7(h)(2). Because the parties have taken positions as to justiciability that rely on facts outside of the administrative record, however, this is not such a case.
