MINUTE ORDER: Upon consideration of Plaintiff's motion for hearing, Dkt. #9 , it is hereby ORDERED that the motion is DENIED as premature. It is further ORDERED that, on or before March 4, 2024, Plaintiff shall file proof of service in accordance with Fed. R. Civ. P. 4. The Court concludes that the affidavit of mailing currently filed (Dkt. 5) is not sufficient. It does not indicate who effectuated service, whether both the summons and the complaint were served on Defendants, whether both were sent by certified mail, and whether service for John Hopkins was made on "an officer, a managing or general agent, or any other agent authorized by appointment or by law to receive service of process." Fed. R. Civ. P. 4(h); see also Lemma v. Hisp. Nat'l Bar Ass'n, 318 F. Supp. 3d 21, 25 (D.D.C. 2018) (concluding a similar rule applies under D.C. law). The Court notes that although Plaintiff attached receipts to his premature motion for summary judgment (Dkt. 6), the receipts included both a receipt for certified mail and a receipt for 1-day express delivery, and Plaintiff did not specify what was mailed through each means. See Dkt. 6-1 at 6. Additionally, the Court reminds Plaintiff that, as a party in the case, he may not personally serve the summons and complaint. See Johnson-Richardson v.
