TRANSFER ORDER: The Eastern District of New York is not the proper venue for this action. The event giving rise to the claim occurred in Tallahassee, Florida, and Defendants are all located in Florida. Tallahassee is located in Leon County, Florida, which is in the Northern District of Florida. Accordingly, the Court directs the Clerk of Court to transfer this action to the Northern District of Florida. 28 U.S.C. 1406(a). The Court offers no opinion on the merits of this action and declines to decide Plaintiff's pending IFP application, which is reserved for the transferee court.
