State inmate Richard Terence Ringold has filed a petition for a writ of habeas corpus under 28 U.S.C. 2254 [Doc. #1 ] and an application for permission to proceed in forma pauperis (IFP) [Doc. #2 ]. Because Ringold states that he has $113 "in cash or in a checking or savings account," [Doc. #2 at 2], I DENY his IFP application and ORDER him TO PAY $5 to the Clerk of the Court within twenty-eight days of the entry date of this Order. I caution Ringold that failure to promptly notify the Court of any change of address while this case is pending or to fully comply with a lawful order of the Court may result in dismissal.
