Order granting 2 Ex Parte Motion for Temporary Restraining Order. The court hereby orders that Defendants Guam Education Board, Lourdes B. San Nicolas, Rosie R. Tainatongo, Kenneth P. Chargualaf, Jose Q. Cruz, Ryan F. Torres, andCharlene D. Concep cion shall be restrained and enjoined from holding the meeting or hearing of the Guam Education Board which is currently scheduled for November 21, 2016, and from taking any action in furtherance of Fernandez's termination as Superintendent of t he Guam Department of Education.
