MERIT REVIEW OPINION: Pursuant to its merit review of the Complaint under 28U.S.C. § 1915A, the Court finds that Plaintiff states a constitutional claim. This case is to proceed. Motion for Leave to Proceed in forma pauperis 3 is GRANTED. Mo tion to Request Counsel 4 is DENIED. Clerk is directed to add Larry Beck, Superintendent of the Sangamon County Jail, as a Defendant. Clerk is directed to enter the standard order granting Plaintiff's in forma pauperis petition and assessing and initial partial filing fee and attempt service on Defendant Beck.
