TEXT ORDER: Under 28 U.S.C. 2241(d), a state prisoner may file a petition for writ of habeas corpus in either the federal judicial district in which the prisoner is confined or the district in which the conviction occurred. Petitioner is neither confined in the Central District of Illinois, nor did his conviction occur in this district. Petitioner is housed in Shawnee Correctional Center in Johnson County, Illinois, and his Section 2254 Petition challenges Petitioner's conviction in St. Clair County, Illinois. The Court finds, pursuant to 28 U.S.C. 2241(d), that this matter should be transferred to the East St. Louis Division of the Southern District of Illinois for consideration under Rule 4 of the Rules Governing Section 2254 Cases.
