MEMORANDUM Opinion and Order. The Plaintiffs are caught in a system that requires the intervention of the Illinois legislature, not this Court. The uncontroverted evidence establishes that the Defendants did not deprive the Plaintiffs of any establ ished right without due process, and even if they did, they would still be entitled to qualified immunity on all the claims in the Plaintiffs' third amended complaint. Accordingly, the Defendants' motion for summary judgment is granted, [2 19], and the Plaintiffs' motion for summary judgment on behalf of the named Plaintiffs, 223 , as well as for the class, 226 , is denied. The Plaintiffs' motion to substitute a party for Walker, 199 , is denied as moot, and the case is dismissed. Civil case terminated. Signed by the Honorable Thomas M.
