Filing 238 MEMORANDUM Opinion and Order signed by the Honorable Edmond E. Chang. For the reasons stated in the Opinion, Plaintiffs' summary judgment motion on Counts II and VI [R. 174] is granted, and Defendants' summary judgment motion on the same c ounts [R. 157] is denied. By prior agreement of the parties, Counts I, III, IV, and V are dismissed as moot. The judgment is stayed until after the filing of a full motion to stay pending appeal, the filing of a response, and the Court's decisio n on the stay motion. The sales-and-transfer ban remains in effect until, at least, the decision on the stay motion. The City's stay motion is due by January 13, 2014.
