ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is denied without prejudice. Plaintiff must either: (1) submit a properly supported renewed in forma pauperis application that is fully completed and signed; or (2) pay the full statutory filing fee of $400. Failure to comply by January 28, 2019, will result in summary dismissal of this case. Plaintiff's motion for attorney representation #4 is denied without prejudice as Plaintiff has not indicated what efforts he has made to locate his own counsel and regardless, it is too soon to determine if recruiting counsel would be appropriate.
